Will A Predator 3500 Generator Fit The 16x21 TorkLift Lock And Load Cargo Tray?

Dimensions - height is 20 in. length is 22.75in. and width is 17.3 in. - I dont think it will fit on the smaller Tork Tray, correct?

The smaller version 16x21 TorkLift Lock and Load SideKick Cargo Tray # TLA7901 has inside dimensions of 21-1/4" long, 16-1/8" wide, and 3-15/16" tall. Since your Predator 3500 generator measures 22-3/4" long and 17-1/3" wide, it will not fit.
I recommend going with the larger version 24x27 TorkLift Lock and Load Maximum Security Cargo Tray # TLA7752. This has inside dimensions of 27-3/4" long, 24" wide, and 5-1/2" tall which will be plenty of room for your generator. I attached a helpful demonstration video for you to check out.
