Yes the Erickson Re-Tractable Ratchet Straps w/ Push Button Releases - 1" x 6' - 500 lbs - Qty 2 # 34413 you were looking at would be a great option for securing the rear of your 19' boat to your boat trailer as long as it is a pretty light weight boat.
Since the # 34413 is a re-tractable strap there will not ends of the straps flapping around in the wind, and since these straps have a combined working load limit of 1000lbs the rear of your boat will not be able to move around when hitting bumps on the road.
If your boat is a bit heavier I recommend the Erickson Re-Tractable Ratchet Straps w/ Push Button Releases - 2" x 6' - 1,333 lbs - Qty 2 # 34414 and have a combined working load limit of 2666lbs.
