looking for a hitch mounted cargo trailer to transport 10foot long paddle boards. Do any of the cargo trailers have sides that fold down so the surface is flat? thanks

I have a possible solution for you to haul 10' paddle boards on a trailer, however, we do not have trailers with folding sides. I recommend looking into the Malone MicroSport Trailer # MPG460G. This has 78" long crossbars that will have plenty of room to accommodate several paddle boards.
For a paddle board carrier I recommend the Lockrack Adjustable XL Watersport Carrier - Canoe, Kayak, or 2 SUPs # LR54FR. This has the ability to hold up to 2 paddle boards.
Make sure your tow vehicle has a 2" receiver and make sure the vehicle and receiver has the capacity to tow this trailer (197lbs) and the contents that you will be adding to it. Also, I checked the owner's manual of the 2005 Prius which you have linked as your vehicle and I verified that Toyota does not recommend towing with it, so make sure you use a different vehicle.
