Can this carry two 2 heavy Radwagon 4 E-Bikes with front baskets on them?

The Hollywood Racks Sport Rider SE, part # HLY84FR, should be able to handle your two RadWagon 4 e-bikes. It can handle up to 80 lbs. per bike. Since your e-bikes weigh 77 pounds alone, you'll need to weigh them with the baskets attached to make sure they don't exceed that 80-lb limit.
This is our highest-capacity rack. So, if your baskets end up putting your bikes over 80 lbs. then you will need to remove the baskets during transport.
