How many links should I be using. I am currently using 7 from the end. Tongue looks down

There isn't an exact science to this since each trailer is different. Most applications need about five links showing, but this isn't a set rule. For a greater load weight, use more links; for a smaller load weight, use fewer links. You should be using enough strength to secure the bar and chain on the bracket to where it's tight but not overly strenuous to secure. I've also linked a helpful article on installing weight distribution hitches that has some videos in it that might also be helpful.
I'll also say that if the tongue is not level then you might need to make some adjustments to move the head assembly up a notch or two.
