do the bags need to fill the whole springs vertically?

With the Firestone Coil-Rite Air Helper Springs # F4175 installed on your 2018 Volkswagen Atlas there may be some vertical play left and will depend on how far the spring is compressed. The air bags are designed to fit the width inside the spring. When Inflated the bag will push into the coils and that is how they provide the additional support.
