How do I replace a burnt out clearance light on my 2018 Thor freedom elite? Is it an outside or inside fix?

Your picture is a little blurry but from what I can see it looks like a clearance light that fits into a grommet that fits a hole in your RV. How they normally install is you put the grommet into the hole and then push the light in after from the front. If you can access behind the light you should be able to push it out or you can pry it out from the front. If the light is broken and most likely it doesn't have a bulb that could be replaced I wouldn't worry too much about damaging the housing.
It looks like it could maybe be a # MCL10AKB which is 3/4 inch in diameter.
