Since your RadCity step-thru 3 electric bikes weigh 65lbs each and have 2.3" wide tires, you will need a bike rack compatible with these specifications. The Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # HLY84FR exceeds these requirements and will work will with those 2 bikes. This is a really nice bike carrier that has integrated locks to keep the bikes and carrier secured to your vehicle.
You will want to make sure you have a 2" hitch receiver on the back of your 2011 Honda Civic Sedan. If you do not have one then you can go with EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - 2" # 306-X7233. I attached a demonstration video for you to check out.
