The first step is to ensure that your brake controller is compatible with the HydraStar Vented Marine Electric Over Hydraulic Actuator for Disc Brakes # HS381-8067. I recommend contacting HydraStar directly for compatibility details.
If your controller is compatible I would inspect the wiring on the HydraStar unit. There are 4 wires coming out of the unit. White is the 12V ground wire, Black is 12V Positive, Blue goes to 7-way and receives power from the brake controller when pedal is pushed and the Yellow is for the Brake Away Switch. It is important that the battery is fully charged and puts out the minimum 12V. If not this could cause an issue. Also if the wiring is not connected properly to all connections this may be an issue.
I recommend using a Circuit Tester # PTW2991 for testing both the positive and negative connections for issues.
Ensure that your ground wire connections are clean and have good contact with both the frame and battery terminal. Test the power going to the unit when the brake pedal is pushed. If power continues to flow to the Actuator after the pedal was released then there may be an issue with the trailer wiring as well.
