The Roadmaster Direct-Connect Base Plate Kit - Removable Arms # 1187-3A you were looking at for your 2015 Scion xB will work perfectly with the Roadmaster Falcon All-Terrain # RM-522 you have.

To complete your flat tow setup you will need wiring, a supplemental braking system, and safety cables if you do not already have them. I recommend the following parts:

Wiring: Roadmaster 4-Diode Universal Wiring Kit for Towed Vehicles - 7-Wire to 6-Wire Straight Cord # RM-152-98146-7
Supplemental Braking System: Blue Ox Patriot # BLU37TR
Safety Cables: Roadmaster 64" Single Hook, Straight Safety Cables - 8,000 lbs # RM-645
