What is Extra Hole for on BoatBuckle Mini G2 Retractable Transom Tie-Downs IMF106877

Question:

The mini g2 boat buckle has a pair of holes above the mounting bolt hole. What is the diameter of these holes and can they be used with a thru bolt to attach a strap with a looped end?

The holes are 1/2 inch in diameter for the BoatBuckle Mini G2 Retractable, Ratcheting Transom Tie-Downs - 6' Long - 466 lbs # IMF106877, the same as the mounting bolt hole, but they can't be used with a thru bolt to attach a strap with a looped end.

The reason they are there is to give an option for permanent installation so it's simply another mounting bolt hole and should not be used for any other reason as that would potentially compromise the BoatBuckle Mini G2 Retractable, Ratcheting Transom Tie-Downs # IMF106877.
