Swagman X Mount Bike Carrier Storage Rack - Wall Mount - 2 Rack Can it hold the Thule T2 Pro XT 4 four bike mount? Can it be mounted to cinder block?

Yes the Swagman X Mount part # S80940 would work great with the Thule T2 4 bike rack part # TH9044-TH9046 that you mentioned. The mount has a 100 lb weight capacity and the bike rack weighs 85 lbs.
