this hitch is a no drill so i was told to use the factory bolts.

The Curt # C13203 Class III hitch does indeed use the existing bolts which hold the factory crossmember in place. The torque specs can change over time which is why we don't publish them, but they are listed in step # 5 of the instructions, which I've linked for you. I've also linked to an install video that you might find helpful.
To install a 7-way/4 pole trailer connector, use part # HM40975-11998, I've also linked a video to that install.
