Can The Container Portion of the Yakima EXO Swinging Enclosed Cargo Carrier be Locked to the Frame?

Does the Rola swingaway carrier have any way of locking the top part to the tray to deter theft. The locking clips appear to be on the outside. thanks

The Yakima EXO Swinging Enclosed Cargo Carrier, part # Y62VR, has locks which secure the pod portion of the carrier to the frame. These locks and the lid to the Carrier are lockable with the included key.
