I have a different suspension enchancement style option but unfortunately there is not an air spring kit for your 1999 Dodge Ram 2500 that will work with an in-bed hitch.
This is due to the fact that on your vehicle the Air Springs and Gooseneck Hitch install in the same location and wont allow for both systems to be installed.
As long as you do not have an upper over load spring on your truck I recommend using the RoadActive Suspension Custom Leaf Spring Enhancement Kit # RAS3614 which offers a weight capacity of 2000lbs or # RAS3614-HD which offers a 3000lb weight capacity. These kits will not increase the towing or carrying capacity of your vehicle, but they will help to keep your truck level when towing and really shine in helping to improve the handling and reduce sway with or without a trailer attached.
If you are needing a gooseneck hitch still I recommend the B&W Turnoverball Underbed Gooseneck Trailer Hitch w/ Custom Installation Kit # BWGNRK1394 which is confirmed to fit your truck.
