Hitch height is 20inch measured Coupler height is 22inch trailer specs I have pdf of 17499 installation manual Choosing hitch for unseen travel trailer on order 2020 Ford Ranger Jayco Jay Feather Micro 166FBS GVWR 4995 Two days travel to retrieve trailer from dealer ?????will the C17499 actually fit????? ?shank orientation upright or vertical ?which holes ?initial ball height above 22inch should ball be? ?okay to torque C40006 to 250ft lb as 450ft lb torque wrench is not readily available, else get C40005 with sleeve and torque to 250ft lb

The Curt TruTrack Weight Distribution System w/ Sway Control - Trunnion - 8,000 lbs GTW, 800 lbs TW # C17499 will allow a rise of up to 6-1/2 inches so it will work well for you. The shank will need to be inverted for the rise position and you will put the hardware in the 3rd and 5th holes from the top when inverted. You will need to torque the hitch ball and the shank to the manufacturer specs, so if you don't have the ability to do that on your own, I recommend going to a local mechanic shop to assist.
The 2-5/16" Hitch Ball - 1-1/4" Diameter x 2-5/8" Long Shank - Chrome - 10,000 lbs # A-6 which is manufacturer part 40006 will need to be torqued higher than 250 lbs. The wrench for that is not readily available as you referenced so it is recommended to use a breaker bar with an extension pipe to allow you to tighten until the split washer is flat on the bottom of the head.
