We do have a solution for a high-low adapter that has the dimensions you need so you can safely flat tow your 2004 Ram 2500. Since the difference between your motorhome's receiver and where the base plates install on your Ram is 11 inches, what you will need is the Roadmaster High-Low Adapter - 10-1/4" Rise/Drop # RM-048-10.
To be in the "safe zone" for flat towing, you just need to be within 3 inches of level, and the 10-1/4 inches this high-low adapter gives you puts you perfectly within that zone. It also has a 10,000 lb capacity, which is enough for your truck, and is the only high-low adapter that has the rise/drop and capacity you need.
Along with the Roadmaster High-Low Adapter # RM-048-10 you will need a hitch lock to mount it to your motorhome's 2 inch receiver, the RoadMaster Receiver Hitch Lock # RM-315.
