I may have a solution for you, but the top of the box of the UWS Truck Bed Fender Well Toolbox with Drawers - Passenger's Side - 3.9 cu ft - Bright Aluminum # UWS01625 sits 4" above truck bed rails, so it will not work with a tonneau cover. Instead, you could use the UWS Truck Bed Chest - Secure Lock Under Tonneau Series - 8.85 cu ft - Bright Aluminum # UWS08297 which is designed to fit underneath a tonneau cover and provides you with a locking storage solution. It's quite a bit bigger than the fender wall box, but it would be the best available solution for your 2018 GMC Sierra 3500 with a tonneau.
