Will Fastway Trailer Hitch Ball Cover # FA82-00-3216 Whip Around in Wind When Not Attached to Ball

Question:
Im concerned about how the tether actually works. When the cover is off, the wind is going to cause a lot of turbulence on that dangling cover and I fear it would be ripped away. Also, traveling down a dirt road, or even on pavement, there will be debris and dust getting into the greased cover something NOT desirable! Do you have an explanation? Thank you!

When you are towing with the # FA82-00-3216 and you have the cap off it would not whip around in the wind as the amount of wind at the rear of a vehicle is much less significant than at the front.
