I plan to use this ball mount on a motor home to pull a tow dolly with surge breaks. Since the ball mount moves slightly front to back, will this movement have any effect on the function or effectiveness of the surge break?

The Convert-A-Ball cushioned ball mount # AMSC12 is absolutely compatible with the surge breaks on your tow dolly. You may not even notice it the cushion interacting with your surge couple. The way cushion is designed is that the more pressure that is put on it the firmer it gets. The cushion itself is so dense that more force would be needed to compress that cushion than to actuate the surge coupler. Where this ball mount truly shines is when there's a lot of road shock that needs to be cushioned so that your tow driveline and hitch assembly won't wear down so quickly.
If you don't yet have a ball for your mount, you can pick up a convert-a-ball set # 901b with easily interchangeable ball sizes.
