What is the effect of differant spring bar reading? Meaning if i have a trailer with tongue weight of 700-800lbs but my blue ox bars are rated to 1500lbs 3 dot what are the postive or negative impact of changing to 1000lbs spring bars? Iis heavier ok?

Using spring bars that are rated for a higher capacity can lead to a rigid trailer ride. An over-rated weight rating on your spring bars can even cause bounce leading to traction issues with the trailer.
I definitely recommend getting the spring bars that are rated for your specific trailer and vehicle using the total tongue weight. The total tongue weight is the loaded trailer tongue weight along with any cargo weight behind the rear axle of the tow vehicle.
