Can I use a Padlock on the Swagman XTC-2 to Secure my Bikes

I know it was stated the holes by the hooks are not intended for padlocks but it appears this would be a great way to lock the bikes to the unit so would it be harmful to utilize the holes in this manner? Thanks for your time!
