Have you confirmed that the running lamp pin in the 11:00 position on the 7-way trailer connector isn't showing voltage with the vehicle running lamps switched on to rule out there being a wiring problem on the trailer? The # PTW2993 would work great for testing that circuit.
Since the fuse has checked out okay (I did confirm that fuse location 25 is the trailer running lamp fuse), if the problem isn't on the running lamp circuit on the trailer, then the problem exists in the tow package wiring somewhere between the fuse box and the trailer connector. The tow package running lamp circuit is usually a brown wire, trace that from the trailer connector as far forward as you can, looking for a broken wire or loose connection.
