Question:
Do they make this same light in one that uses a 68 bulb and has both a power wire and a ground wire lead?

The # LP11CB Optronics Snap-On License Plate Lamp you referenced uses a # 67 bulb. The major difference I've seen between the # 67 and # 68 bulbs is that the 67 has a single contact and the 68 has a double contact at the bottom of the bulb. I've tried online to find the functional or application difference between the two but was unable to find anything.
If you're looking for a license plate lamp that would snap into a 1/2 inch opening like what would be found on a truck step bumper, I'd recommend using an LED lamp like # LPL11CB from Optronics. An LED lamp will be brighter than its incandescent equivalent but would draw only a fraction of the power and would last up to 50 time longer. The # LPL11CB features both a power and a ground wire.
