Are Each of the Switches On the Buyers Products Pre-Wired Switch Box Fuse Protected

Question:
Why is there only 3 fuses on the back of this 4 switch setup? I like this switch, but I want all 4 switches fused.

The Buyers Products Pre-Wired Switch Box w/ Relay and Circuit Breaker part # 3376391104 has four circuits, each of which are protected by a fuse/circuit breaker. There are three circuits protected by 20 amp fuses and one via a 40 amp circuit breaker.
