Question:

Using the Draw Tite Hitch receiver Class 1 hitch rated @ 200lbs tongue weight. Does this still make it a relevant choice for this kind of vehicle?

The Swagman Chinook hitch bike rack part # S64683 that you referenced is Class I hitch compatible so it would work great in the Draw Tite hitch #24843 you have installed on your 2012 Mazda 3. The weight of the rack is right at 47 lbs and the rack has a 45 lb per bike capacity so even if you had the rack maxed out in terms of weight you'd have plenty of extra capacity to spare.
