Did 2015 Model Thule Swing Away 4-Bike Rack Come with Locks

Did the Thule 4 bike rack models that swings away from the SUV also come with an integrated lock for the bikes?

The Thule Apex Swing XT 4 Bike Rack # TH9027XT comes with both bike and rack locks as did the older 9027 version which had the silver mast and blue RDT (road dampening technology) cradles. The Vertex Swing 9031, which was the older black version, did not come with locks for either.
To add locks to this rack you'd need the Snug Tite Hitch Lock # THSTL2 and a cable lock like the Thule # TH982XT.
