Will this rack allow you to flat tow a Jeep?

If you had a hitch installed on your motorhome that hung below your rear bumper and you had the etrailer Cargo Carrier # e99049 installed on the bumper and folded up you'd easily be able to still tow a vehicle. Now if you wanted to have it fold down you'd have clearance issues most likely as the tow bar would most likely hit the carrier during elevation changes.
