I have a carry-on cargo 6x12 enclosed and looked at your parts - can I mount the light vertically?

As long as the DOT regulations in your state allow a vertically mounted license plate light, you can certainly mount the lamp in a vertical rather than a horizontal orientation.
We also offer the same lamp in an LED version, part # LPL41CB. LED lamps will draw only a fraction of the power of a comparable incandescent bulb, but will last much much longer.
