Can the Thule Apex XT 2 Bike Rack Be Tilted With Bikes Loaded

Question:
I saw pictures and the video of the rack tilting while unloaded. Can you tilt the rack toi open tailgate while bikes are on it?

The Thule Apex XT 2 Bike Rack part # TH9024XT can be tilted away from the vehicle for hatch access but not with the bikes attached.
