We don't have any replacement parts available to fix your Reliable ACT 7.5k actuator but if you've got drum brakes you can use the Titan Brake Actuator with Manual Lockout - Bolt On - Drum - 2" Ball - 7,500 lbs
Item # T63FR which comes with a manual lockout. If you've got disc brakes you can use the Dexter # DX89FR. These would be the two best options available for you to replace your old actuator.
I've linked some review videos of these parts for you to have a look at, as well.
