Troubleshooting Dexter Nev-R Adjust Assembly on Trailer that Randomly Locks Up

Question:
I am a technician at Big Tex Trailers in Tucson, AZ and, Im working on a Big Tex 16ET with 8k Dexter axles and Dexter NEV-R-ADJUST electric brakes. With no power connected including disconnecting the break away battery the front driver side hub intermittently locks up. I have completely rewired everything to do with brakes, installed a new break-away system, and measured the hub to ensure its round and not oval... ...and now Im out of ideas. Any help would be greatly appreciated. Thanks in advance.

It's got to be something mechanical on the assembly of the problem wheel. I'd go with a new assembly like part # 23-434 and you'll have it taken care of. Unless you pull the hub off and can find an obvious mechanical error. You could test this by swapping the brake assemblies on the left hand side of the trailer and see if a different wheel starts to lock up.
