Question:
My shackles are 4 1/2 inches overall and 3 1/2 inches center hole to center hole. Will this be a problem. 1992 Star flat 35 inch spread axle 1 3/4 spring

You would be fine to use the Dexter Heavy-Duty Suspension Kit for Tandem-Axle Trailers # K71-449-00 that you referenced which has shackle straps that are 1-1/4 inch shorter than what you have now. The ride height of the trailer would lower slightly but the suspension would still work great overall without any issue.
