The Trailer Valet RVR3 Remote-Controlled Trailer Dolly - Wireless Remote - 3,500 lbs # TVRVR3 you referenced has a tongue weight capacity of 350 lbs max. The mounting bracket with attach directly to your trailer tongue and has a quick release cotter ring pin that will help it easily attach to the remote base as needed. The bracket simply sandwiches around your frame as shown in the attached photo so you will just want to make sure to tighten the bolts evenly. Make sure you mount it for your desired height of use.
The spanner wrench you referenced is only used for the ball mount style adapter of # TVRVR3-BB225 or # TVRVR5 to adjust the hitch ball height. You can see that adjustment being done at the 6:38 minute mark of the attached video.
