On your 2004 Jeep Grand Cherokee the blue electric brake wire will not be hot when a trailer is not connected to the car. When a brake controller is connected there will only be a draw on the 7 way pin when there is something connected. The output won't be hot without the connection of a trailer as well as a brake controller connected. I've attached an article to assist.
It sounds like you may have a hot pin in that location, so you likely have bleed over from another pin and cleaning your connector with some sand paper may help remove corrosion that could make that pin hot. If it is still hot after that, you would need to trace the wire to see where it may be picking up power from a cross-wired circuit.
