It appears you are looking at the Replacement Wheel Hoop, Knob and Bolt for Swagman XC 2 Bike Carrier # P189. It is only designed to fit a small portion of the tire simply creating the base and then the bike rack hook gives you the downward force holding the bike in place on the Swagman XC # S64650. If you want a different style you can use the Replacement Wheel Hoops for Swagman XTC Series Bike Carriers # P318.
