On the toungue weight should I include how much my cargo basket is plus anything I add to the cargo basket such as luggage!?

The weight of the cargo carrier as well as the weight of the cargo is included in the tongue weight for a hitch on your 2014 Dodge Challenger. For example, the Curt Trailer Hitch Receiver # C13236 has a 350 lb tongue weight, so you would add the weight of the cargo carrier plus the weight of the luggage on the carrier to get the tongue weight.
To maximize the amount of gear you can carry I recommend a lightweight aluminum carrier, the 49x22-1/2 Curt Cargo Carrier for 2" Hitches # C18113.
This carrier weighs just 25 lbs, leaving you with the ability to haul 325 lbs of cargo. You will need a hitch pin like the # PC3 but to secure the carrier and protect your investment I recommend adding the Anti-Rattle Trailer Hitch Receiver Lock # 63232.
