Am I required to have a battery bank to use the 12v part of the box, Im putting it in a Skoolie and plan to always be hooked to shore power or generator.

Yes. In order to use the 12v DC functions on the distribution panel of the Progressive Dynamics RV Power Control Center with AC/DC Panel and Converter/Smart Charger - 90 Amp # PD4590K18LS8 you will need to have a 12v power supply connected to the control box. This will require at least 1- 12v battery or 2- 6v batteries wired in series to supply power to the 12v DC circuits in this panel. Even though you are planning on supplying power via a generator or shore power, those are AC currents and the converter will work to convert power from those to charge those batteries; it will not directly supply DC power to the control panel to work in place of a battery.
This power does not come with the fuses or breakers required to supply power, so you will need to source those locally.
