Can this air bag kit be installed on top of factory helper spring or will it have to be removed so the bracket can sit down on the main leaf pack

This particular Air Lift LoadLifter kit you'd looked at, part # AL57298 can indeed be installed to the factory overload spring using the shorter U-bolts provided with the installation hardware. The lower air spring bracket would install as shown in the provided diagram.
In addition to the air spring kit, you might consider an on-board compressor system like # F2158. A compressor system will let you add or remove air pressure from the system while you're on the fly without needing to exit the truck cab.
