What Do Front Mounting Holes of Curt Custom Fifth Wheel Installation Kit C16441-204 Attach Through

Question:
I have a question about the front 2 mounting holes. Do these get used since there is no where in the frame bracket to bolt to? It looks like they just mount to the box and there is no room to get the nut on or wrench to tighten them. Please advise. Thank you.

The front two mounting bolts/holes of the Curt fifth wheel rail kit part # C16441-204 that you referenced attach only through the truck bed. The other holes attach to the frame brackets.
