I have a solution for you, and while you could potentially cut down the Buyers Products # 337B1218LSP, they're fairly thick an durable and cutting may be a challenge without the right tools. If you do need to trim them I would recommend using a tin snips.
Instead of going that route, I recommend that you have a look at the Buyers Products # 337B1412LSP which are 14" wide and only 12" tall, as opposed to the # 337B1218LSP which are 12" wide and 18" tall. These are the same mud flaps in just a slightly different size and should work well for your boat trailer.
