Will these Baby Moons fit a universal 15 inch wheel?

You should not have a problem using the Americana Baby Moon Trailer Wheel Center Cap, # AM90086, with the 15 inch wheels on your 1938 Chevy Master Deluxe as long as the wheels you are using are the standard steel car wheels. This cap is designed to fit 13 to 15 inch conventional steel wheels with a 5-lug pattern.
There should be a ring that sticks out surrounding the bolt holes. This cap will snap around the outer edge of that ring.
I have attached a photo showing the ring I am talking about. I have also attached product links to the 15 inch conventional steel wheels that we carry.

My apologies. I was talking about the center hub circle on the wheels you have for sale15x5 - 5x4 1/2 bolt circle. The circle inside the 5 lug holes. Will these fit on 85 crown vic stock rotor?Thanks
