Yes you can flat tow a 2018 Mini Cooper 2-door hardtop and below are the parts you would need. Be sure to consult your vehicle owners manual for specific information on flat towing the vehicle.
Base plates # RM-521882-4.
Compatible tow bar Falcon All-Terrain tow bar # RM-522.
Safety cables # RM-645.
Lighting solution-diode kit # RM-154.
Braking system # BLU37TR
You may also need a high/low adapter to keep the tow bar level. I have linked a help article showing how to measure and a link to the high/low adapters we carry.
