The correct Kat's Heaters Engine Block Heater for your 2006 Kia Rio 5 with the 1.6L engine is actually the part # KH11485. The Kat's # KH11812 model you were looking at is designed for the Rio starting with the 2009 model year.
The Block Heater # KH11485 will replace one of the frost plugs located on the driver's side of the engine, closest to the grill. The general location is labeled as "LF" in the image attached below.
