The difference between the # BX1118 and the # BX1120 comes down to the vehicle model years and the bumper they're compatible with.
The # BX1118 fits the standard steel factory channel bumpers of the 1997-2002 Wrangler, while the # BX1120 fits the double tube bumper on 1997-2006 Wrangler models.
The # RM-031 adapter you'd looked at would work well with a Roadmaster Tow Bar like the # RM-522 Falcon All-Terrain. You'd also need safety cables like # RM-643. In order for the taillights on the Jeep to work with those of the tow vehicle, a diode wiring kit like # RM-15267 would be a good choice to provide reliably functioning taillights. You'll also need a supplemental braking system. The Roadmaster EvenBrake, part # RM-9400 would be a good choice, as it can be transferred from vehicle to vehicle if needed and sets up quickly.
On the stock tire size at the factory ride height, the base plates will sit about 15 inches above the ground. If this is more than 3 inches +/- than the height of the hitch on the tow vehicle, you'll need to use a high/low adapter.
