Question:
We have a 2019 Hyundai Veloster with an automatic transmission that we would like to tow behind our RV as we travel. Can I use a tow dolly where the two front tires are raised off the ground? Also, does our vehicle count the miles we travel if all four tires are on the ground as we tow it but the vehicle is not running? Thank you for your insight.

According to the owners manual of the 2019 Hyundai Veloster it is acceptable to tow the vehicle with the rear wheels on the ground and the front wheels raised off the ground with a tow dolly like part # RM-2050-1 if it is a FWD vehicle. If your vehicle is AWD it would need to be towed on a flat bed truck with all wheels off the ground.
It depends on the configuration of your vehicle if your odometer will show mileage from the vehicle from being flat towed. Since your vehicle is newer so it has an electric odometer and the vehicle will be turned off while being flat towed on the dolly it will not clock the mileage on the odometer.
