I am interested if there is a kit to replace the bottom plastic piece to allow mounting onto an 2019 Outback using the outbacks standard roof rack system. Basically I am trying to avoid buying a new ski rack and have been told there might be conversion kit for the bottom plastic feet.

I can completely understand not wanting to get a whole new ski rack, and while there isn't a conversion kit for a Thule Flat Top Ski Carrier TH91725, we may have the part you are referencing.
The Thule Xadapt7 Xsporter Load Bar Adapter for Ski Racks # THXADAPT7 are a fit for this carrier and are longer bolts which are designed to work on roof racks with bars that have thicker crossbars. These bolts will replace the standard bolts that make the Flat Top carrier fit.
If that adapter is not what you are looking for and you do need a new ski rack, I confirmed with Thule that the newest carrier, the Thule SnowPack Ski and Snowboard Carrier # TH7326 (Silver) or # TH7326B (Black) is a fit for your 2019 Outback's factory roof rack.
