In this situation, most folks either replace the safety chains, using a hook that will fit. Another option would be to use a quick link, like # C82932. Attach the quick link to the safety chain hole in the hitch, then attach the safety chain hook to the quick link. The exact link or replacement safety chain you need will depend on the weight of the trailer. You'll want to choose chains or links with a capacity equal to or greater than the weight of your trailer.
