Question:

i just fited trojen disk breaks on old boat trailer it had pbr1 8 inch disk now my 13 inch rims wont fit is that normal or did i fit weld the brackets wrong

Most trailer disc brake setups do require larger wheels than 13 inch diameter. The calipers and rotors of disc brake setups are often pretty large and don't fit well behind smaller wheels. If the rotor can turn by hand currently I'd be more inclined to believe that your issue is related to the wheel size and not how you installed the setup. Best option is going to be to go with a larger wheel and tire setup so you have clearance.

Since 15 inch is a very common minimum diameter wheel for disc brake setups the part # AM32424 would be a great option that would give you the clearance you need as long as you have room for the overall height and width of this. The outer diameter of this is 27.3 inches and the section width is 8.1 inches.
