Is this waterproof?

If you didn't submerge the Buyers Products Utility Storage Box # 3371712240 it would keep the contents of the box dry but in order for something to be classified as "waterproof" it needs be able to stay dry while being submerged which this would not do. Under normal weather conditions like rain though this box will prevent water from getting in though.
